Provincial Emergency Preparedness Act
Category: Safety — Safety
Summary
Strengthen earthquake, flood, and disaster response capabilities across all regions.
What this proposal changes
- Mandates a BC Seismic Risk Reduction Plan identifying the 500 highest-risk buildings and infrastructure and funding retrofits over 15 years.
- Creates a BC Flood and Extreme Weather Infrastructure Fund to build dykes, drainage upgrades, and floodplain management works in at-risk communities.
- Establishes mandatory Emergency Preparedness Plans for all BC municipalities with 72-hour self-sufficiency requirements and regular provincial audits.
- Funds a BC Emergency Alert System upgrade to provide wireless cell-broadcast alerts for all major hazard types.
Arguments for
- BC sits on the Cascadia Subduction Zone; seismic experts project a major earthquake of magnitude 8.0+ within the next 50 years. Preparedness investment now is substantially cheaper than post-disaster reconstruction.
- Atmospheric River flooding in 2021 caused $7.5 billion in economic damage in BC; flood infrastructure investment offers very high benefit-cost ratios.
- Wireless emergency alerts have been shown to save lives during wildfires and floods by reaching people who have no other warning system.
Arguments against
- Seismic retrofits for the highest-risk buildings include many privately owned structures; mandatory retrofit requirements impose costs on owners who cannot afford them.
- 15-year seismic retrofit timelines may prove insufficient given the probability of a major seismic event occurring in that window.
- Floodplain management works may increase development pressure in areas that should remain undeveloped, creating new exposure over time.
Cost & implementation
Seismic Risk Reduction: $3–5 billion over 15 years. Flood Infrastructure Fund: $1–2 billion over 10 years. Alert System upgrade: $50–100 million capital. Emergency planning audits: $10–20 million annually.
Jurisdiction & legal authority
Emergency management is provincial under the Emergency Program Act. Seismic regulation of buildings falls under the BC Building Code. Federal Disaster Financial Assistance Arrangements fund a portion of major disaster costs.
